What Is CCC?

The Combined Charity Campaign (CCC) is a workplace charitable-giving program that offers City employees the opportunity to contribute to charities using the convenience of payroll deduction. Currently 346 charities participate in the campaign.

The campaign is administered by Baltimore City Department of Finance. Duties of this Office include reviewing and approving the applications submitted by charities wishing to receive funds from the CCC; approving the operating budget of the campaign; and monitoring the Operating Agency that is responsible for managing the campaign.

The United Way of Central Maryland serves as the Operating Agency. It provides professional staff support in all areas of the campaign; prints collateral material; processes pledge cards; trains the City's Loaned Executives; and demonstrates accountability in the fiscal management of City employee contributions.

Mayor Sheila Dixon serves as the Honorary Campaign Chairperson. Each year, the Mayor appoints a City cabinet member to serve as Chair and Vice Chair. The Chair establishes the campaign structure; establishes campaign goals; monitors campaign progress and troubleshoots when necessary; evaluates campaign methodologies and assists in building the subsequent years' campaigns. This year's Chairperson is Mr. George L. Winfield, Director of Public Works and the Vice Chairperson is Ms. Gladys B. Gaskins, Director of Human Resources.
